Harry Jung is a Senior Policy Advisor on the President's Council of Advisors on Digital Assets. Prior, he was the Chief of Staff to Acting Chairman Caroline D. Pham at the Commodity Futures Trading Commission (CFTC). He is responsible for leading the agency's engagement on matters related to cryptocurrency, decentralized finance (DeFi), and other digital assets. [1] [3]
Harry Jung earned a Juris Doctor (J.D.) from Michigan State University College of Law between 2012 and 2015. He completed a Master of Professional Studies (M.P.S.) at Georgetown University from 2010 to 2011 and received a Bachelor of Arts (B.A.) from Hamilton College from 2006 to 2010. [2]
Harry Jung has held senior roles in government, finance, and law. In August 2025, he became Deputy Director at the White House after serving as Senior Policy Advisor to the President’s Council of Advisors for Digital Assets from June to August 2025. Earlier that year, he was Acting Chief of Staff at the U.S. Commodity Futures Trading Commission (CFTC) in New York from January to June 2025, following his position as Counselor and Senior Policy Advisor in the Office of Commissioner Caroline Pham from July 2023 to January 2025.
From March 2020 to July 2023, Jung worked at Citi in New York, holding several positions: Vice President for Global Regulatory Engagement (March 2020–May 2021), Senior Vice President in Global Regulatory Strategy & Engagement (May 2021–July 2022), and Senior Vice President in the Office of the CEO (July 2022–July 2023). Before that, he was Manager in Legal & Compliance – Wealth Management Examinations at Morgan Stanley in New York from 2018 to 2020.
Between 2016 and 2018, Jung served as an Examiner in Member Regulation – Sales Practice Examinations at FINRA in New York, having previously been a Legal Extern in the Office of the Ombudsman in Rockville, Maryland, in 2015. His earlier legal experience includes serving as a Legal Intern at Samsung Display in Yongin, South Korea (2014), and as a Law Intern at the Suffolk County District Attorney’s Office in Central Islip, New York (2013).
Before law school, Jung worked as a Litigation Paralegal at Cleary Gottlieb Steen & Hamilton LLP in New York from 2011 to 2012 and as a Business Development Intern with the Washington Commanders in Ashburn, Virginia, from 2010 to 2011. [2]
In January 2025, following the inauguration of President Donald Trump, Caroline Pham was designated as the Acting Chair of the CFTC. She succeeded the previous Democratic-appointed chair, Rostin Behnam. As part of a broader reorganization of the agency's leadership, Pham appointed Jung to the position of Acting Chief of Staff on January 22, 2025. In this role, his primary responsibility is to spearhead the CFTC's strategic engagement with the crypto, DeFi, and digital assets industries. [1] [3]
