Azfer Khan

Azfer A. Khan is the Head of Ventures and Head of Investments, Operations and Legal at Gondor Capital, a financial-services firm with staff distributed across New Zealand and Singapore.^[1]​^[2]​^[3]​

Early Life and Education

Khan read law at the University of Cambridge, where he was a member of Magdalene College and earned a Bachelor of Arts (B.A.) in Law with First Class Honours with Distinction between 2014 and 2017.^[1][4] His undergraduate career was marked by a series of academic prizes, including The Slaughter and May Prize as the top graduating law candidate, The George Long Prize for Jurisprudence for the best jurisprudence script, and The Winifred Georgina Holgate Pollard Memorial Prize for graduating with a starred first. He also received The Orlando Bridgman Prize for Law, The Thomas Audley Prize for Law, The Bundy Scholarship at Magdalene College, and Magdalene College Scholarship and Book Prizes in 2015, 2016, and 2017.^[1]

Khan then completed a Master of Laws (LL.M.) at Harvard Law School from 2017 to 2018 as a Dean's Scholar.^[1][4] His coursework spanned jurisprudence, corporations, and introduction to finance, and extended across institutions, including FinTech Ventures at the Massachusetts Institute of Technology (MIT) and, on audit, Cybersecurity: Technology, Law and Policy at the Harvard Kennedy School (HKS). He also studied law, economics and psychology; a negotiation workshop; and the valuing and modeling of mergers, acquisitions and leveraged buyouts.^[1] Earlier, in November and December 2013, he had completed a one-month legal internship in the mergers and acquisitions seat at Rajah & Tann Singapore LLP, and in 2011 he spent a month as a research assistant at Singapore's Agency for Science, Technology and Research (A*STAR) working on nanofibers and biotechnology.^[1]

While at Cambridge, Khan was President of the Magdalene College Law Society from 2016 to 2017 and served as a judge for several Cambridge University Law Society moots across 2016 and 2017.^[1][4] In January 2018 he undertook mini pupillages at two London barristers' chambers, sitting with James Pott QC at Erskine Chambers and John Robb QC at Essex Court Chambers.^[1]

Scholarship

Khan has published academic work across several areas of law, listing five works with 18 citations and an h-index of 1.^[1] His most-cited work is "Reconceptualizing Policing for Cybercrime: Perspectives from Singapore," published in the journal Laws in 2024, which had accumulated 16 citations; the article draws on his policing experience and cybercrime policy work.^[1] His other work spans private law and international law, including "Certain uncertainty: thoughts against the remedial constructive trust" in Trusts & Trustees (2017), "Abolishing Consideration: An Argument from Coherence" in the SSRN Electronic Journal (2017), and "Taking Stock: Abuse of Process within the International Court of Justice," co-authored with Luke Tattersall of Durham University and published in The Law and Practice of International Courts and Tribunals in 2020.^[1] The Gondor Capital page notes that his published writing has ranged across subjects from refugees to insider trading.^[2]

Career

Singapore Police Force

Azfer Khan joined the Singapore Police Force (SPF) in 2014 as a scholarship holder, a status he held from June 2014 to August 2018 while pursuing studies at Cambridge and Harvard. His first assignment was in the SPF's Public Affairs Department, where he worked under Assistant Commissioner of Police Melvin Yong from June to July 2014.

After completing his overseas studies, Khan returned to the SPF as a Senior Officer Trainee from August 2018 to May 2019. He received the Sword of Honour as the top graduate of the Senior Officers' Basic Course at the police academy.

From June to November 2019, Khan served as a Frontline Officer at the Toa Payoh Neighbourhood Police Centre, responding to "999" emergency calls and incidents. During this period, he conceptualized and launched ScamShield, which had around one million users as of 2023.

Khan then served as a Senior Investigation Officer from December 2019 to March 2021. His responsibilities included investigating cases, reviewing the SPF's training methodology and structure, and preparing policy proposals concerning cybercrime, cybersecurity, and the relationship between digital citizens and the state. He also worked on policy concerning online harms and contributed to the first iteration of Singapore's Model AI Governance Framework. He states that his work on online harms later contributed to the development of the Online Criminal Harms Act 2022.

Between April 2021 and February 2023, Khan worked as a Staff Officer in the SPF's Cyber Coordination Office. He drafted the SPF's Cyber Strategy, coordinated work across 15 departments, prepared policy papers covering law enforcement activities in cyberspace, and reviewed disciplinary and external independent review policies.

In February 2023, Khan became Commanding Officer of the Orchard Neighbourhood Police Centre, a position he held until July 2024. He led 120 officers responsible for the Orchard area, including the Istana. During this period, he worked with HTX and Microsoft on AI solutions for specific SPF use cases, led election-related training for SPF investigators, and conducted a review of shop theft across Singapore. The review examined crime trends, modus operandi, and offender profiles and resulted in policy recommendations and operational strategies.

Khan left the SPF in July 2024, ending approximately ten years of service with the organization.

National AI Office

From October 2023 to July 2024, Khan held a concurrent role with the National AI Office under Smart Nation Singapore. During this period, he was part of the organizing team for the inaugural Singapore Conference on AI for the Global Good and drafted AI strategy documents for the Singapore Government's Cabinet Retreat.

Academia and Research

Khan's academic and research experience includes positions at Harvard Law School and Harvard Business School. From September 2017 to June 2018, he worked as a Research Assistant at Harvard Law School for Professors Lewis D. Sargentich, Gerald L. Neuman, and Charles Fried. From January to June 2018, he served as a Research Associate at Harvard Business School for Assistant Professor Laura Phillips Sawyer.

From July 2020 to December 2024, Khan was an Adjunct Faculty member at the SMU Yong Pung How School of Law. He taught LAW103 (Criminal Law) and LGST101 (Business Law), which are undergraduate modules at Singapore Management University. In 2022, he received the school's Outstanding Adjunct Award.

Legal and Technology Roles

Following his departure from the SPF, Khan held positions in technology and cryptocurrency companies. From July to September 2024, he worked at TikTok in Singapore as an Ecommerce Content Policy & Programme Manager.

In September 2024, Khan joined Codex PBC as Chief Legal Officer, a position he held until September 2025. His responsibilities included finance, operations, compliance, legal, and human resources for the company. In March 2025, he obtained the Certified Anti-Money Laundering Specialist (CAMLS) credential from the Association of Certified Anti-Money Laundering Specialists (ACAMS).

Since December 2024, Khan has served as Fractional General Counsel at OnSite on a part-time basis, while also assisting with operations. OnSite is an AI startup focused on field work.

Early Professional and Startup Experience

Khan's earlier professional experience includes roles in legal services, research, and startups. From November to December 2013, he worked as a Legal Intern at Rajah & Tann Singapore LLP in the Mergers and Acquisitions practice.

In 2018, he completed mini pupillages at Erskine Chambers and Essex Court Chambers in London, where he sat with James Pott QC and John Robb QC, respectively.

During the same year, Khan co-founded Weave, a Harvard-based language-learning startup incubated at Harvard Innovation Labs through the Venture Incubation Program. He also served as a Member of the Board of Advisors of Hellofriend, a social networking platform built on a blockchain framework.

From June to July 2011, Khan worked as a Research Assistant at A*STAR - Agency for Science, Technology and Research as a Nanofibers and Biotechnology Specialist.

Gondor Capital

In October 2025, Khan joined Gondor Capital as Head of Ventures. His responsibilities also include operations and legal, with a focus on AI, robotics, and compute.

Khan describes his investment focus as frontier markets involving AI, cryptocurrency, prediction markets, and robotics. He also publishes commentary concerning financial and regulatory developments in these areas. ^{[1] [2] [3] [4]}
