Edgars Nemše
Edgars Nemše is a Latvian software engineer and technology entrepreneur who is the CEO of the GenLayer Foundation and a co-founder of GenLayer, a blockchain project that integrates large language models into its consensus and validation process.[1]
He was appointed CEO of the GenLayer Foundation on 21 September, 2026, leaving his role at GenLayer Labs, where he had served as co-founder and chief product officer, to join the Foundation full-time.[1]

Nemše is Latvian and speaks Latvian and English.[2]
He studied at The University of Edinburgh in Edinburgh, United Kingdom, from 2012 to 2015, earning a Bachelor of Science in Artificial Intelligence and Computer Science.[2]

Career
Nemše's career began in software development roles at United Kingdom companies before moving into the blockchain and distributed ledger sector, where he progressed from engineering positions into founding and executive roles.
Arum Global and Edurio
His first recorded role was as a software developer at Arum Global from February 2014 to December 2014, a period of ten months.[2]
Arum Global is a business consulting and services firm founded in 1998 and headquartered in Nottingham, England, that works on debt collections and recoveries technology, strategy, and performance.[2]
Overlapping with and extending beyond that role, Nemše was a founding engineer at Edurio from June 2014 to December 2017, a tenure of three years and six months.[2]
Edurio is an education technology company founded in 2014 and headquartered in London, with a presence in Latvia, that provides schools and trusts with surveys of pupils, parents, and staff to measure and improve learning, wellbeing, and retention.[2]
RDX Works
Nemše joined RDX Works Ltd, the company behind the Radix distributed ledger technology, as a full-stack developer in January 2018, a position he held for two years and two months until March 2020.[2]
He then served as a product engineer from March 2020 to August 2020.[2] RDX Works is a financial services company founded in 2016 and headquartered in London, with an office in Jersey and a workforce distributed across seven countries.[2]
During this period Nemše described the Radix project in his own words as a distributed ledger protocol in research and development since 2011, positioning it as designed for ease of use and to run on resource-restricted devices to support mass adoption and use in the Internet of Things, and to enable developers to build scalable distributed applications for public and private networks.[2] His time at RDX Works marked his entry into the distributed ledger and cryptocurrency field that would define the rest of his career.
StakeHound
From August 2020 to April 2023, a period of two years and eight months, Nemše was co-founder and CTO of StakeHound, a financial services company founded in 2020 and headquartered in Geneva, Switzerland.[2]
The role was his first as both a company co-founder and a C-level executive, giving him responsibility for the technical direction of a staking-focused venture before he moved on to found GenLayer. [2]
GenLayer
In May 2023, Nemše co-founded GenLayer Labs and became its chief product officer, working in general management.[2] GenLayer Labs is a technology and internet company founded in 2023 and headquartered in New York City, with a presence in Portugal and Spain and a workforce distributed across 13 countries including the United States, Spain, Portugal, Japan, and Argentina.[2]
GenLayer describes itself as building an AI-integrated blockchain, and Nemše has characterised its central design as one in which every validator is connected to a large language model, or LLM.[2]
Nemše announced in August 2024 that GenLayer had raised $7.5 million to build its AI-integrated blockchain, accompanying the funding with a new website.[2]
Over the following months the project rolled out several components. In November 2024 it introduced the GenLayer Studio, previously known as the GenLayer Simulator, and the Intelligent Oracle, described as a means of supplying real-world data to decentralized applications.[2]
GenLayer's work received coverage from the industry publication CoinDesk in April 2025.[2]
Appointment as Foundation CEO
On 21 September, the GenLayer Foundation appointed Nemše as its chief executive officer. The Foundation stated that Nemše, its co-founder and chief product officer, was leaving his role at GenLayer Labs to join the Foundation full-time.[1]
