Interviews
Mastering Protocol Parameters #01
In an interview published by the Cardano Community YouTube channel on November 11, 2024, Nicolas Cerny discussed the role of protocol parameters within Cardano's governance framework. In his capacity as Governance Lead at the Cardano Foundation, he presented protocol parameters as configurable protocol settings that define technical, economic, security, and governance-related aspects of the blockchain.
During the session, Cerny distinguished between non-updatable protocol parameters, which require software updates to be modified, and updatable protocol parameters, which can be changed through Cardano's on-chain governance process. He stated that Delegated Representatives (DReps) are responsible for reviewing and voting on governance actions related to these parameters.
Cerny also described four categories of updatable protocol parameters: network, economic, technical and security, and governance parameters. According to his presentation, these categories cover areas including transaction processing limits, economic configuration, network security settings, proposal requirements, and governance voting thresholds. He also outlined the functions of constitutional guardrails and the Constitutional Committee within the protocol parameter governance process.
The interview additionally covered the procedure for proposing and approving protocol parameter updates. According to Cerny, proposed changes are generally preceded by community discussion before being submitted for on-chain voting, where they are evaluated under Cardano's governance framework. The session also referenced governance resources and tools that can be used to monitor protocol parameters and governance activities. [8]
Presentation on Cardano Governance #02
On September 30, 2024, Nicolas Cerny appeared in the webinar Fundamentals of Cardano Governance, streamed by the Cardano Community. During the presentation, he discussed the governance model introduced through CIP-1694 and its implementation following the Chang hard fork.
During the webinar, Cerny described the governance structure as presented in the Cardano framework, outlining the responsibilities of ADA holders, Delegated Representatives (DReps), Stake Pool Operators (SPOs), and the Constitutional Committee. He also explained the seven governance action types, the governance proposal process, and the sequence of stages from off-chain discussion to on-chain voting and enactment. In addition, Cerny stated that community participation, vote delegation, and governance actions form part of the governance process defined by the Cardano protocol. [9]
